Summary of the House Committee Version of the Bill

HCS SB 758 -- SEX OFFENDER REGISTRATION

SPONSOR:  Bentley (Hosmer)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Civil and Administrative Law by a vote of 15 to 0.

This substitute requires convicted sex offenders to register with
the chief law enforcement of the county in which the sex offender
resides within 10 days of his or her conviction, release from
incarceration, or being placed on probation.  Current law
requires registration within 10 days of "coming into any county."
The substitute also requires individuals who have been convicted
of a sex offense in another state, or under federal jurisdiction,
since July 1, 1979, to register.  The substitute removes the
crimes of kidnaping and child abuse from the list of offenses for
which registration as a sex offender is required.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the Missouri Supreme Court has
ruled that the phrase "coming into a county" (in the current law)
does not apply to a convicted sex offender who is released from
jail or prison and then remains in that county.  The bill closes
that loophole in the sex offender registration law.

Testifying for the bill was Senator Bentley.

OPPONENTS:  There was no opposition voiced to the committee.
